My mother lived at this location until she died at the beginning of January. This is a HUD facility which requires inspections yearly. HUD requires residents to keep their units clean or they are subject to eviction.<br><br>My mother's health gradually deteriorated over the last two years and it significantly worsened in September. Her apartment was filthy. Dirty kitchenware was found sky high, rotten food was left out on counter tops, spilled punch was all over counter tops and the kitchen floor. Punch stains were on the carpeting. The bathroom had un-laundered clothing that smelled of urine. Trash had not been taken out in weeks, meaning there were dirty Poise pads in trash bags as well. The place had not been vacuumed, so there were food crumbs throughout the apartment. This doesn't count the deep spaces (e.g. refrigerator, closets) that I couldn't get to because my mother got extremely fussy if an attempt was made by us. So, to get her apartment thoroughly audited down to the deep spaces, I notified an employee and she asked me to call back and discuss the problem with a manager, because they had the power to send in inspectors and to issue an eviction notice if needed. This would have been helpful in order to get her the care she needed in a skilled nursing unit. She wasn't wanting to leave her apartment willingly.<br><br>We cleaned much of it ourselves and got the Johnson County Department on Aging involved in order to get an evaluation. They signed her up for surface cleaning services and we waited for Olathe Towers to audit her apartment. They never contacted inspectors, which we know considering the magnitude of the problem we found when we had to clean out her apartment.<br><br>In January, when we pulled everything out of the refrigerator, food was being used to cover up the mess. There was congealed fruit punch on the drawer, spilled food throughout the refrigerator, and worms were found in the back of the refrigerator. Dirty kitchenware had been hidden in cabinets, under trash in the pantry, and in with clothing. Cleaning services had not shown up in a month despite signing up for weekly services back in September and scaling back to every two weeks in October. Black mold covered a good 1/4 of the items. They had to be trashed. I brought the manager up to the unit so she could look at the condition of it. She allowed me to use their commercial dishwasher to wash the remaining items.<br><br>On top of all of the problems with the apartment to clean up, there were issues with them properly refunding the remaining rent and the security deposits. Nearly $650. I supplied them with a will and they still refused to issue it in my name. They refunded it in my dead mother's name and stated the check would just go to uncollected funds at the state level, because obviously, there was no probate. I had to complain to their district manager, and only then did they agree to issue it in my name, although I still don't have the check.<br><br>I have filed complaints with HUD, the Kansas attorney's general office, the Kansas Housing Corporation, and the City of Olathe. Not only did they put my mother's health at risk by neglecting to properly alert inspectors, but they put other residents at risk as well (e.g. a cockroach infestation, etc). They have an ethical responsibility as a HUD provider to make sure tenants are not breaching their leases.<br><br>This facility also has a major bed bug problem. On my mother's floor alone, there were at about 3 infestations (not on her hall) over the course of 2 years. According to my mother, they were constantly coming to to treat apartments for the bugs.<br><br>And, there are other residents that have no business living there on their own. On my mother's floor couple of years prior, one male resident was known for wandering the hallways without his clothes on and was attempting to enter apartments. It was rumored her had dementia. My mother stated complaints were made but nothing was done about it. This type of behavior puts the safety of other residents at risk.
