Don’t even consider Rose Garden 55+ community in Surprise. This is an old, poorly maintained, badly managed, 55+ community. The streets haven’t been cared for. The security gate doesn’t function at all. There is no security. Park has a bad smell. Bad corporate Cal Am management. There are weeds everywhere. This is a very expensive place to live. The lot rent is $1000, and if you have a mortgage payment on top of that, that is a lot of money for bad management and the conditions in this park. Stay away from this awful place!<br><br>Update the latest review. 7/15/2026.<br><br>Residents noticed that late at night homeless people are riding their bikes and walking into Rose Garden and spending the night in homes that are for sale.<br>Homeless people have even been spotted in the daytime walking these streets.<br>So much for security, or safety.<br>The management here knows about this and doesn’t care.<br>Lock your doors!<br>This isn’t a safe place to live.

Terrific, professional, and friendly staff! Meticulous landscaping and spacious homes. This property is a true gem. I wish I had found it sooner. Thank you for everything, especially the manager Janean Castelli, she's the glue that hold it all together. She needs to be cloned!

Rose Garden doesn't care nothing about it's residents, they only want money and raise the lot rent every single year, so people that are on fixed incomes from losing a spouse can't even afford to live here no more and constantly hits my mother with late fees because she gets her check the second week of the month, corporate greed at its finest

Subject: ANOTHER increase in lot rent IS exceedingly frustrating. The cost is near 1000.00 a month for a small ROCK<br>COVERED LOT—NO TREES ANYWHERE! Looks like military housing on the outside!<br>While I appreciate the fall and winter seasons and enjoy spending time outdoors, I am often deterred by the unpleasant smell of sewage that permeates the area. Although I love my home, it is immovable, and the annual increases in lot rent have compounded our challenges.<br>Our treatment by management has been unacceptable. Three years ago (right after we moved in here), they towed our car from in front of our home without prior notice, despite claiming they had sent out notifications regarding paving. We would have moved our vehicle had we received such communication. Management’s refusal to rectify the situation—by reimbursing the towing fees and returning our car—has resulted in significant hardship, especially as we were dealing with health issues and financial constraints.<br>This situation has led us to lose our paid-off vehicle due to the actions of Cal Am. We have attempted to address these issues directly, but the lack of financial resources has made legal representation unattainable.<br>I believe there is a strong case for a class action lawsuit against the management for their practices. Many residents share similar grievances, and collective action may be necessary to hold them accountable.<br>We have to do something collectively and with legal representation.<br>I just received a text and email asking how are we doing at (Rosegarden) and saying something about they appreciate us. What a joke anything that gets written back to them won’t mean a thing!
