Rose Arbor Village is a beautiful community. The staff is friendly and the food is amazing! They offer independent, assisted living and memory care. The independent living cottages are great, perfect for someone who wants to be independent in a safe environment. I would highly recommend.

When my father initially moved into Rose Arbor, I stayed with him in his apartment for a full week, including overnight. The facility itself is nice, quiet, and has kind residents. However, during that entire time, only one person came into his room once, and it was not to check on him. It was simply to empty the trash.<br><br>Since then, we have closely monitored the amount of care being provided. Based on our records, the facility rarely checked on my father.<br><br>In our experience, I would describe this place as “assisted living light.” If your loved one needs very minimal supervision, it may be a good fit. But as my father’s Parkinson’s progressed, my sisters had to take on more and more of his care while he was still living at the facility.<br><br>My sisters live close by and did not mind helping him. We understood that there might be some gaps, and as a family we were willing to fill in as needed. For a while, we were okay with that arrangement. But then the facility came back and told us that our dad’s care needs were too high for their assisted living community. That was very frustrating, especially after our family had already been stepping in to help provide the support we felt he was not consistently receiving from the facility.<br><br>I also encourage families to look up Rose Arbor Village’s public licensing history for themselves. You can search the California Department of Social Services Community Care Licensing facility database, look up Rose Arbor Village in Sacramento, and review the complaint and inspection reports.<br><br>In February 2025, California Community Care Licensing substantiated a complaint against Rose Arbor Village for inadequate staffing resulting in residents’ needs not being met. The report described delayed or missed responses to resident call buttons, including documented response times over 20 minutes and up to 49 minutes. Resident interviews also described longer waits, including one resident who reportedly waited an hour, and another serious incident where a resident fell while trying to use the restroom without help and was reportedly on the floor for about two hours before getting assistance.<br><br>This is especially concerning because, after those violations, my father’s call button also stopped working and he was unable to get help. My sister raised this issue and suggested that the facility audit the call buttons to make sure they were functioning properly, but from our perspective, that concern was dismissed and the audit was not done. Given that call buttons are a basic safety tool for residents who need help, this was very troubling to our family.<br><br>To me, the public record reflects the same concern our family experienced: not necessarily that the building is unpleasant or that the people are unkind, but that the actual supervision and hands-on care may not be consistent enough for residents who need regular checking and assistance.<br><br>Families should not rely only on the tour, the appearance of the building, or what is promised during intake.<br><br>Ask direct questions about staffing levels, check-in frequency, call-button response times, fall response procedures, whether call buttons are routinely tested, and how care is documented.<br><br>Most importantly, don’t just accept what the facility says at face value. You will need to verify that they are actually doing what they said they were going to do.<br><br>Also, I encourage everyone to look up the facility’s licensing reports yourself so you can see whether there is a documented pattern before placing a loved one there.

DO NOT BRING YOUR FAMILY HERE warning the director Greg is just business does not care about our elderly family he is cold and not about patient care Tammy the nursing director is very uneducated and unorganized and smokes cigarettes all day on campus in the parking lot but wonders why nothing is done with the patients and she looses all the paper work you just gave her . Also there was a patient smoking in his room and when i told staff they told me they were on there break so who cares that theres oxygen or it’s a fire hazard but hey there on there breaks .
