If you expect people to follow the rules then you should do your due diligence and make sure those procedures are properly posted for both staff and visitors to see clearly. For example, if there is a doorbell to use to access the facility when you do not have another way of contacting staff, then perhaps you should have said doorbell clearly labeled and not in such an obscure location that visitors are unable to locate it.
