In our new home, we provide room and board, 24/7 supervision, housekeeping, incontinence care, dementia care, hospice care, medication management and assistance with basic activities like personal hygiene, dressing, eating, and walking. This level of assisted living care is for people who are unable to live by themselves.

Angel’s Home Care is among the best residential care facilities for mature adults. We strive to achieve quality care provided with compassion and respect.

Our services

In our new home we provide 3 spacious share rooms, night staff, housekeeping, medication management, gourmet meals, and assistance with activities of daily living, personal hygiene, dressing, incontinence care, eating, ambulating, and daily exercise and walks. Providing a safe and comfortable home for our residents is our top priority. This all start with 24/7 caregivers. They are supervised by administrator/licensee, Kathy Soumountha, who is responsible for establishing standards of care and providing the necessary training to meet them.Medication management is one of the most important areas of instruction. The caregiver know how to properly handle and dispense medications and administrator make sure that the caregiver meets the highest standard of performance in this area. As well as preparing meals for residents. Caregivers prepare and cook food fresh daily and ensure that is the best quality for our residents. Our caregivers has been taught effective emergency procedures so if a problem arise, our caregivers will know how to handle it with patience and compassion.  

Amenities

Our new home offers 3 fully furnished rooms with 6 beds. Our residents can gather together in the family room to watch TV in the soft and comfortable couch, listen to music during tea time, or enjoy a morning exercises. Our new home has been modified to help each resident be as independent and successful in their lives as much as possible. With spacious beautiful formal living and dining room, wide hallway, walk-in shower with grab-bar, and ramps on every exit. With these features we hope it will help ease the pain of your loved ones. Being confident and comfortable are the keys to living Happy and Healthy.

There are scheduled 3 times a week activities and events which are chosen to meet the needs and desires of each resident in accordance with their mental and physical capabilities.

A typical activity can include any of the following: a friendly game of bingo; back to the 70-80 music for karaoke night; weekly manicures and pedicures; afternoon tea time chatting with other resident and reading daily newspaper; or simply enjoying eating fresh picked fruits, while relaxing under the two covered patios and enjoying the ocean breeze!

We also have hypo-allergenic therapy dog “Mochi” is there 7 days a week to give constant love.

My mom started her journey at Angels Home Care in 2018 after she broke her hip. The home was immaculate and food was appealing. Mom was Kathy’s 2nd resident and she had a private room & bath. Mom loved her backyard that almost always had a beautiful breeze. She was very self sufficient and handle her own showers, dressing and self care. Things changed as mom’s dementia increased at Angels Home Care. By late 2025 I was looking for a new Board and Care for mom. Kathy’s would complain about mom’s forgetfulness and her twice weekly baths. She even refused in March 2026 to bath her for mom would come angry, use profanity and slap at her, which was an off & on occurrence. I even ask Kathy if she had training with dementia. On May 1st I was meeting a potential new caregiver who came to meet with mom. When I text Kathy to let her know I was coming she told me, “your mom had a bad morning because of her shower and she scratched her back.” The potential new provider, who is a RN looked at mom’s back and said, “that doesn’t look good.” We saw finger size bruises on either side and scratches on the right side of back. Neither which mom could have done. I immediately text Kathy mom’s 30 day notice and called Adult Protective Services as well as Oceanside police to report. I told Kathy I would bath mom from then on. When returning 3 days later to do so I found 200+ bug bites on both her upper arms and back. Kathy at this point was out of town so I ask the caregiver Sandra what they were from and she stated, “they all (the 6 residents) had them because they sit outside and get bug bites” One of the residents overheard me and said, “I have them too and I itch all over.” Mom lives in Oceanside and this is in March and there are zero mosquitoes. I told Sandra I thought they might be scabies. I took my mom to her doctors and they were diagnosed as scabies. I then sent Kathy the CDC guidelines so she could handle this outbreak at her home. Nothing was done so the next day I had mom taken to Scripps Hospital Encinitas. Three days later mom was moved to her new Board and Care and she says things like, “I feel I’m respected here and they listen to me and my needs.” Mom has been there since May 11th 2026 and here we are in July with NO outbursts reported about mom’s behavior when being showered. It is of my opinion that Kathy has not educated herself about dementia and communicable diseases within the elderly community. Clearly she gets in power struggles with residents and possibly abused my mom. I DO NOT recommend her home! I was unable to posts the pictures on this review site but if you go to Yelp I posted pictures of her scratches, bruises and scabies bites.

My mom started her 7 year journey at Angel Home Care after breaking her hip while living alone. The positives were the home was extremely clean, food healthy and appealing and she hired kind caretakers. Although she was entering the early stages of dementia she did required more care. She was very happy there and loved the backyard. There was a big difference in mom's care as her dementia progressed. I was looking for a new home for her towards the end of 2025. Kathy complained a lot about mom's behavior's as her dementia progressed. Kathy let me know she wasn't going to bath mom anymore as of March of 2026 because of mom's outbursts of being showered so early in the morning. Kathy's home is run on the caregiver's schedule NOT on the needs of the residents. Mom's time there came to a head when I came for an unexpected visit to have mom meet a possible new Board & Care provider. Kathy texted me saying, "she didn't have a good morning because of shower and she had scratches on her back, because mom scratches herself." When I got there mom also had what appeared to be finger bruises. I made all the appropriate calls to Adult Protective Services and made a police report. I immediately gave Kathy a 30 day notice and let her know I would bath my mom going forward. When coming to her home 3 days later to bath her I discovered these noticeable 200+ bites on her back and arms. When ask the caregiver Sandra she told me, " they (the residents) all have them, they sit outside and get bug bites." I told her it was most likely scabies or bed bugs and they should let Kathy know. One of the residents heard this and said, "I am scratching everywhere." I made an appointment for my mom to see her doctor 2 days later and she was diagnosed with scabies. Even when I told the facility immediately they made no effort to start addressing the scabies issue. I sent the CDC guidelines on how to treat a scabies outbreak at a senior facility. They did nothing. The next day I decided to call 911 feeling my mom was unsafe and she was transferred to the hospital to be treated. Kathy's home is beautiful on the outside but in my opinion she is all about the money and not attending to the clients and their personal needs. It is my opinion Kathy has not educated herself about dementia and communicable diseases at senior facilities. I DO NOT Recommend her facility for anyone who has dementia.

My dad has lived here for the past year. The care he receives is outstanding! Kathy and her team are attentive and kind. They have helped us weather a couple surgeries and the symptoms of his dementia with love and understanding. Kathy fosters a sense of family with the residents with meals and activities. Having Angels helping us with this phase of my dad's life has been incredibly supportive and reassuring. He is in good hands!!!

Kathy is thoughtful, kind, and works vigorously to care for her residents. She is alway making sure that they are kept safe, fed, and clean when their families are not able to do so. The world needs more people like Kathy!
